Abstract

In this article, the author puts forward scientific terms such as “intellectual
migration”, “educational migration”, the departure of “intellectuals”
from the country, the explanations of educational migration in the system
of socio-economic sciences, and he makes a sociological comparative
analysis of the social characteristics of the mobile, i.e., constantly moving,
layers of the population. Stages of historical formation of education or intellectual
migration, scientific basis of periodic (circulation) importance,
criteria of its emergence, and social reasons are scientifically classified.
Information about the society, globalization of the world has become the
object of research of scientists and researchers, along with the subject of
migration, which has become a special topic in the next twenty years. As
the scale of the problem became larger and more popular, the debates of
the general scientific community about migration became the main topic
in scientific discussions. The views of “migration of personnel with high
professional skills”, “intellectual flow”, “outflow of intellectual potential”,
“outmigration of talented and intelligent people” put forward by the author
and the experts of modern classical sociology are systematically analyzed
from the sociologist’s point of view
